Transient Merchants Licensing

The City of Byron requires a permit for any transient merchant temporarily operating a business within city limits. This includes individuals or companies selling goods from vehicles, tents, trailers, or other temporary setups. Permitting helps ensure fair business practices and protects the safety and comfort of our community.

Who Needs a Transient Merchant Permit?

A transient merchant is defined as anyone temporarily setting up a business to sell goods or services from a portable location, such as:
    • Vehicles, trailers, or tents
    • Temporary storefronts or pop-up shops
    • Any setup that does not remain in one location for more than 30 consecutive days

Solicitors and peddlers are also required to register with the city prior to going door to door. Certain exemptions apply (e.g., non-commercial advocacy, garage sales, nonprofit fundraising).

How to Apply

To apply for a transient merchant permit:
    1. Download and complete the City of Byron Transient Merchant Permit Application.
    2. Submit the following materials:
      • Completed and signed Permit Application
      • Written permission from the property owner for the location of business setup
      • Description of goods or services being offered
      • Identification and vehicle information (including license plate and VIN)
      • Any additional information requested by the city
    3. Pay the applicable permit fee (see the City’s fee schedule for current rates).

Applications must be submitted at least 14 business days before the intended start date. Permits are valid only for the dates listed on the approved application.

To apply for a solicitor or peddler permit:
    1. Download and complete the City of Byron Transient Merchant Permit Application.
    2. Submit the following materials:
      • Completed and signed Permit Application
      • Description of goods or services being offered
      • Identification and vehicle information (including license plate and VIN)
      • Any additional information requested by the city

There is no fee for solicitor applications and are approved at the time of submittal. Permits are valid only for the dates listed on the approved application. 

Compliance & Enforcement

Permit holders must follow all city regulations, including operating hours (9:00 a.m. to 8:00 p.m.), maintaining public safety, and respecting property signage. Violations may result in fines, suspension, or revocation of the permit.
