Crime Free Housing Registration

The City of Byron requires all rental property owners to register their units under the Crime Free Rental Housing Ordinance (Chapter 114). This ordinance is designed to ensure that rental housing is safe, sanitary, and responsibly managed, while also protecting the health, safety, and welfare of the community.

What the Ordinance Covers

Chapter 114 applies to all residential rental properties in Byron, including single-family homes, duplexes, and multi-unit dwellings. It does not apply to licensed care facilities, group homes, hotels, or motels.

Registration Requirements

All rental property owners must obtain a Registration Certificate before allowing occupancy. This certificate:
    • Must be renewed annually by November 1
    • Is non-transferable and must be re-applied for upon change of ownership
    • Requires submission of a completed application, proof of ID, and acknowledgment of compliance with Chapter 114

Operating a rental unit without a valid certificate is a misdemeanor and may result in fines or legal action.

Application Process

To apply, submit the following to Byron City Hall:
    1. Completed Rental Registration Application
    2. Proof of identification (e.g., driver’s license)
    3. Contact information for the owner, manager, and maintenance personnel
    4. Details about the rental units (number, type, and amenities)
    5. Signed acknowledgment of understanding and intent to comply with Chapter 114

Applications are reviewed by city staff. Certificates are issued within 10 business days if all requirements are met.

Fees

    • $60 per unit (nonrefundable). May be waived if property owners/managers complete a Crime-Free Multi-Housing Course. 
    • Late renewal fee: $2.50 per day (up to 20 days)
    • Reinstatement fee after suspension or revocation: $500

Compliance & Enforcement

Property owners are responsible for preventing disorderly use of their premises, including illegal activity, public nuisances, and violations of city ordinances. Repeated violations may result in:
    • Warnings and compliance notices
    • Suspension or revocation of the registration certificate
    • Fines or additional conditions imposed by the City Council

Background Checks

Landlords are strongly encouraged to conduct criminal background checks on all prospective tenants.
